Neutral-Bullish With Leverage Risk: ETF Streak Holds the Floor, $69K STH Basis Is the Real Test

• • BTC briefly spiked to $67K on Bessent's 'CLARITY 1-yard-line' comments, then faded to $65,800 as Senate Dems rejected the draft — a textbook 'buy the rumor, sell the political reality' move; second time in a week BTC failed to hold regulatory spike gains [(CryptoBriefing)](https://cryptobriefing.com/bitcoin-hits-67k-on-clarity-act-optimism-swiftly-falls-below-66k/)
• • Glassnode (Week 29 report): Short-Term Holder cost basis at $69,000 is the key overhead resistance — reclaiming it would open path toward $84K; failure sends price back to the $63K demand shelf (10% of BTC supply last moved there); current regime: 'bear-market rally, not yet confirmed reversal' [(Glassnode)](https://research.glassnode.com/the-week-onchain-week-29-2026/)
• • Glassnode positive signals: ETF flows flipped positive, exchange inflows fading (supply leaving exchanges), hedging at cheapest in months, profit-taking fuel for rejection not yet built — accumulation concentrated in 1k-10k BTC cohort [(Glassnode)](https://research.glassnode.com/the-week-onchain-week-29-2026/)
